to its ruler. (Give it to Chancellor if Empire, burn it if bandits.)
Q: Can I be forced to travel here?
A: Only if you choose to pay the favor toll or if you do not need to.
Q: Do I have to pay the bandits when traveling to a facedown site?
A: No, since no one rules facedown sites.
