Distribute Power Fairly

When the Commonwealth wins the Commonwealth ambition, advance 2 for each Member of the Commonwealth.

This is explained more on the Commonwealth Ambition card.

Everyone starts as a Member, but stops being a Member if they harm a Free city.

Protect Freedom in the Reach

At the end of a chapter, advance 1 for each Free city on the map not controlled by the Empire.

The Empire controls a system with just 1 fresh Imperial ship.
